Federal immigration officers shot an alleged gang member during a vehicle stop in Northern California, leaving the suspect in critical condition and raising fresh questions about ICE enforcement tactics amid ongoing national scrutiny of the agency’s use of force.
Dramatic Video Shows Vehicle Stop Gone Wrong
Bystander footage captured the moment Immigration and Customs Enforcement agents opened fire on a hatchback in Patterson, California. The video shows officers surrounding the vehicle when it suddenly reversed into a truck behind it, then accelerated forward across the road’s median hard enough to lose two hubcaps. Officers pulled weapons and aimed at the fleeing vehicle moments before the clip ends.
Suspect Identified as Alleged MS-13 Member
ICE identified the shooting victim as Carlos Ivan Mendoza Hernandez, described as a gang member from El Salvador. The incident occurred during what agency spokesperson Todd Lyons called a targeted vehicle stop. Stanislaus County Sergeant Veronica Esquivez confirmed the suspect was the only person injured and transported to a hospital in critical condition. The sheriff’s department does not work with ICE but responded to initial reports of shots fired.
Part of Troubling Pattern Under Trump Administration
This shooting marks at least the fifteenth incident involving ICE gunfire between September and March. The agency has faced intense scrutiny as the Trump administration expanded immigration enforcement operations. Two fatal shootings of American citizens in Minneapolis earlier this year sparked national outrage and led to the firing of former Homeland Security Secretary Kristi Noem. The FBI has taken over the investigation in Patterson.
Political Standoff Continues in Washington
Democrats are demanding reforms to ICE and Customs and Border Patrol operations in exchange for funding the Department of Homeland Security, which has been shuttered since February 14. Republicans have not reached agreement on the matter. Critics have challenged the administration for targeting immigrants without criminal records and those pursuing legal citizenship. President Trump has repeatedly defended his immigration policies, which formed a cornerstone of his reelection campaign. The FBI has asked the public to share any information or videos related to the Patterson shooting.

I thought law enforcement was not allowed to fire a weapon at a fleeing vehicle or person unless that person was seen committing a violent crime!!!!
Oh, but if it’s ICE then I guess it’s ok?!?!
Anyone should be able to understand that a person driving a car is in charge of a lethal weapon. Gassing your car twds a police officer or a fed’l agent is a deadly action which is likely to be met with force. Renee Good was shot b/c when she resisted arrest and refused to exit her multi-ton SUV, she was urged by her lesbian lover, “drive, baby, drive” & headed directly twds an ICE agent, striking him, which is why she was shot. The other person who died in MN was active also in ILLEGAL anti-ICE obstruction operations- Alex Pretti brought a loaded pistol to a “peaceful” protest, with 2 ammunition clips? He seemed ready to murder ICE agents, en masse. Misrepresenting these serious crimes is wrong- and immoral. Where is any concern for the life of the law enforcement agent?!
